
The construction of the Baird Gas Storage Project (by BSCL) and the Deborah Gas Storage Project (by Eni Hewett) and related developments at the Bacton Terminal Complex will temporarily require some additional land outside of the terminals.
We have proactively published our plans including via a newsletter drop to 890 homes in the Parishes of Bacton, Paston and Walcott which was delivered early in December 2010. We have followed this up with presentations to the relevant Parish Councils. Our public consultation is ongoing and we are more than willing to attend any meetings which are considered beneficial to the understanding of our proposals. We shall also continue to work with Norfolk County Council (NCC) Highways, North Norfolk District Council (NNDC) and the Parish Councils to ensure that our construction management proposals take all relevant concerns into account.

This would occupy the western half of the large arable field south of the main Bacton Gas Complex, across the B1159 Paston Road and immediately to the east of the National Grid site. The vehicle checking area will be used by the BSCL, Eni Hewett and National Grid (in connection with works at its site south of Paston Road to link the Baird and Eni Hewett projects with the National Transmission System). Construction laydown compounds will also be provided for BSCL and National Grid. In addition, the site will include an expansion/contingency area in the event that further land is required to support the construction of the other projects at the terminals.

A requirement of the planning conditions attached to both the Baird and Deborah planning permissions is that park and ride facilities are provided during the construction phase. This is to minimise the impact of construction traffic on the local highway network. The planning permissions also require the terminal operators to prepare a Construction Traffic Management Plan (CTMP) for approval by NNDC and NCC Highways. The CTMP will include measures to reduce the impact of construction traffic, in particular HGVs, including agreed access routes and also avoiding school drop-off and pick-up times.
Two park and ride sites are proposed, one south of Walcott and another in North Walsham. Providing two park and ride sites in these proposed locations will ensure that construction workers arriving in the area from different parts of the country will be catered for. Construction workers will park their vehicles at the two sites and then be transported by bus to the Gas Terminals so as to reduce the amount of traffic on the local road network. A Heavy Goods Vehicle (HGV) lay-by will also be provided on the western side of the Coast Road close to the proposed park and ride site near Walcott. This will allow lorries that are on route to the Terminal close to school times to pull in, park and avoid these periods.
